Opposition condemned move Venezuela Chavez

CARACAS - Venezuelan President Hugo Chávez on Tuesday legislature sent an emergency plan which gives it by decree for a year, movement rule the opposition as an attack on democracy criticized would allow.

Mr Chávez, who has ruled by Decree three times during his 11 years in power, said he needed powers to push through taxes and other measures to help the country worst rains recover it in decades has seen. Floods has wiped out cultures, destroyed bridges and highways, 130,000 people homeless and taken the lives of at least 38 people.

The move comes but weeks before the current Congress, where 90% of the legislator passionate support the President, by a newly elected legislature a much louder voice will have replaced in the opposition forces.

"This is an attempt by the Government, the impact of the new General Assembly, to minimize," said Leopoldo López, one of the leading politicians of Venezuela.

In addition to castration of the new Congress, the measure to demoralize an opposition which was energized by a majority of the votes to win mid-term elections in September. Opposition candidate total won more votes than pro Chávez ones but ended up with about 40% of the seats of the legislature after Mr Chavez elections map mapped.

Other members of the opposition, said Mr. of Chavez's latest request raises over questions whether the former paratrooper coup will agree plotter to hand he makes should lose 2012 national elections.

"Chavez paradoxically the human tragedy is the rain to justify this extensive powers," said Tomas Guanipa Secretary-General of Primero Justicia, a leading opposition group the. "He takes another swipe at democracy and ignore the will of the voters in September."

Opposition groups also ensure that Mr Chávez the special powers could use to adopt laws which little or nothing to do with reconstruction after the rains and floods. You say, for example, that he can use the law-making authority to terminals critical down further on television and other media groups of. Last week, Mr Chavez threatens also to nationalize private banks when you deploy not low-interest home loans to the poor and the affected by the rains.

The President is enable the law used three times in the past, most recently in 2007. President before him sometimes temporary special powers, by Decree, to govern gave was in areas not sweep mode specified.

On Monday night, Mr Chavez said he would for more than 18 months fast track authority questions. But his Vice President, Elias Jaua said on Tuesday the official request is delivered to Congress for 12 months. It is expected this week, probably with little or no debate approved.

Mr Chavez said he by adding value to VAT would push to fund a recovery effort. Some analysts said the movement to shoring up Venezuela finance which is under increasing strain on government spending

"The measures are likely to generate Government account, their capacity to (debt), for a net improvement in the" Barclay's capital Economist Alejandro Grisanti said in a report.

The president's request for special Decree powers was a surprise to most not.

Even before the rain came, many analysts were predicting that Mr Chavez, for 12 years in power and will seek re-election in the year 2012, one reason the right enable to implement, that effectively the political progress that reverse elections would allow the opposition in September's would get him.

Ricardo Sanguino, took over a Chávez Loyalists, who was re-elected in the September elections and heads of legislative Finance Committee, said three days after the vote that if Mr Chavez enable right requested, he and colleagues would approve it legislators clearly before the new Congress on 29 September.

This would be to ensure the Mr Chávez has made law, not the first time that he firmly in remains free. If an opposition leader, Antonio LEDEZMA, Mayor was elected 2008 from Caracas Mr Chávez asked simply passed laws take the National Assembly financing of the Mayor, functions and staff, and move on a newly created "metropolitan Mayor", which was directly appointed by Mr Chavez.

Henri Falcon, a leftist Governor of the Western State of Lara, which recently had a falling out, but the President was an ally Chavez urges his luck with his latest move said.

"These actions tend more and more to create anarchy in the country", said Mr Falcon. "The President and the Government could see begin, the people in the streets are no longer on your site."
