Plans unveiled by the Cabinet Office also say people are prompted to give money could apply when filling out tax returns or passports and driving licences.

The initiatives were included in a consultation document, which Ministers hope make charitable both money and time a "social norm".

It struck in addition to a national "round up the pound" scheme which would allow donations to give people "change", if you pay by direct debit or credit card.

The report says that while British generous with your money you are, just 29 in a list of all countries rank when it comes to volunteer work.

Public services will be encouraged to take more volunteers, but the Government has denied the move public service "on the cheap" is an effort among big spending cuts.

Cabinet Office Minister Francis MAUDE, said a consultation with a working group of the companies until March 9 would take and would lead to solid proposals in the spring.

He told Sky News: "what we seek is there are ways around it easier for people, more to do."

John low, Chief Executive of the Charities Aid Foundation, told Sky News: "Government wants to meet people in communities and wants that you somehow have a way of fixing the problems in society to find and this is part of the attempt to fix this problem."
