In a takeover battle fraught with international politics, Globe Specialty Metals Inc. is seeking to buy Norwegian silicon producer Elkem for more than $1 billion, according to a person familiar with the matter, pitting the U.S. company against China National BlueStar Corp.

State-backed BlueStar, a chemical maker part-owned by U.S. private-equity firm Blackstone Group LP, had been seen as the front-runner in the auction for Elkem, which parent Orkla ASA has been seeking to sell for months. But that deal has run into opposition in Norway, in part because of tension between Norway and China ...
